Vintage European Signed Art Nouveau Incised Polychrome Terra Cotta Pottery Vase

Vintage art nouveau terra cotta pottery vase with an unusual signature.  This vase is AS with some damage to to the polychromed flower petals and some small chips to the rim.  I typically don't list damaged items but I was curious about the signature and origin of this vase.  My guess is that it is Austrian, but that is only a guess. I feel that it may have some merit and may be of interest.  Therefore, I am offering it in this auction.
The vase is an ovoid shape with 2 handles.  It measures approximately 3 1/2" tall.  From handle to handle it measures 4 1/2".
The decoration is incised, like Italian sgraffito, with polychromed detail.
The vase is artist signed on the bottom, as pictured.
AS IS,
as found condition. Small chips on the top rim, as pictured. Also, significant loss to some of the polychrome detail, as pictured. No damage to the handles.
