There is no tag on this petticoat but it is similar to some Malco Modes that I have sild in the past.
Great preowned condition with an alteration .  Looks like the top fabric waist is not original and was replaced with new fabric see photos for condition and specifics.
Flat Measurements
Waist 17.5” across relaxed to 28” across when fully stretched.
Length 24” including 1” waistband
