This skirt appears to us as having been handmade, but the cotton blend quality is good and it should work as an ethnic costume skirt or as a traditional square dance skirt for smaller, slim women (waist stretches from 24"-34" x a length of 23") or for girls who need either a dance or an ethnic skirt for school events, parades, or for dances.  You have to be able to wriggle into the skirt either through the bottom (pull it up over the hips) or by putting it on over your head and shoulders.  We are always happy to answer your questions.
