Rockmount TRU-WEST Ranch Wear SKIRT/BLOUSE WESTERN Square Dance S/M? Custom Fit

Photos 4 and 5 show Rockmount tags on matching skirt and top.  There is no size or material type marked.  It's "Custom Fitted" (photo 5) and a tag has been cut off at top of blouse with words "Machine Wash Warm" that can barely be seen under the neck hem. These were gently washed, not ironed. My guess is it's a cotton blend.  Measured lying flat, not stretched, approximately 25" around the elastic skirt waist.  Length waist to hem approx. 21".  Guessing that would be a small to medium size - please ask for more measurements if needed.
There are 12 panels of fabric, 6 are above the top ruffle that begins about 9" below the waist, and 6 more extend to the bottom ruffle. They flare out making the skirt very full. Photo 7 shows the inside panels/stitching. The diameter measured flat as in photo 7 is approximately 47".
Last 2 photos show elastic at the short sleeves that has the faintest random yellow spots where the elastic is sewn, hardly noticeable. The more narrow elastic at sleeves seem to be losing some of the elasticity, but retains some stretch. Top has the "Rockmount" tag sewn onto the bottom edge. It measures approximately 20 1/2" across chest front, 14 1/2" long side seam, 19 1/4" down middle front, 20 1/2" down middle back. Bottom hem is approx. 40" around total. The sleeve seams are raglan type.
